Rule of thumb is ‘Be consistent’.
(Comma)
Use a comma between two long independent clauses when conjunctions such as and, or, but, for, nor connect them
Ex. I have painted the whole building, but he is still working on the ceiling.
If both of the clauses are short, you may not use the comma.
Ex. I painted and she swept the floor.
(Semicolon)
Use the semicolon if you have two independent clauses connected without a conjunction,
I have painted the whole building; she still needs to sweep the floor.
You can use the semicolon when you already have comma within a sentence for smaller separations, and you need the semicolon to show bigger separations.
Ex. We had a huge party consisting of members from Houston, Texas; Los Angeles, California; Seattle, Washington and Minneapolis, Minnesota.
(Colon)
A colon is used when you want a second sentence that clarifies the first sentence.
Ex. We will get this rule into effect: keep your dog on the leash in the public places.
